The South African Council for the Architectural Profession (SACAP) is a regulatory body for the Architectural Profession.  SACAP is established in terms of Section 2 of Act No. 44 of 2000. SACAP regulates the architectural profession by setting up standards for architecture education, training, registration, and ethical and professional conduct.

Position: Investigation Officer 
Role overview

This role functions like a specialised regulatory law-enforcement unit, focused on investigating unregistered persons and working closely with SAPS and prosecutors to build criminal cases. It requires strong fieldwork independence, strict adherence to procedures, and accurate evidence gathering and reporting. The work is driven by deadlines, accountability, and a strong ethical foundation, as the role involves giving credible testimony and upholding the Architectural Profession Act. Success depends on analytical ability, sound judgement, and effective communication with the public and law-enforcement stakeholders.

 

Role description

The candidate will be responsible for the following: 

·       Understand and apply sections 18, 26 and 41 of the Architectural Profession Act 44 of 2000 and the Promotion of Administrative Justice Act of 2000.

·       Investigate complaints received from members of the public against unregistered persons, collate evidence, prepare an investigation report detailing findings and recommendations.

·       Report all complaints against unregistered persons to the South African Police Services for investigation and prosecution.

·       Assist the SAPS to investigate any person who performs any act indicating, or calculated to lead persons to believe, that he or she is registered in terms of this Act.

·       Assist the South African Police Services to investigate any person who uses the name of any registered person or any name or title referred to in section 18 or 21 of the Act.

·       Assist the South African Police Services to investigate any person who pretend to be, or in any manner hold or allow himself or herself to be held out as a person registered in terms of this Act.

·       Obtain case numbers in line with Department targets and in accordance with the Legal Department SOP

·       Maintain a record of investigation information and evidence and ensure timely conclusion of investigations

·       Facilitate and engage with law enforcement agencies quarterly to promote regulatory compliance with the Architectural Profession Act, Act 44 of 2000.

·       The Investigating Officer shall provide the necessary support to law enforcement agencies concerning any information that may be required during criminal investigations and prosecutions.

·       Attend court proceedings and provide evidence when subpoenaed.

·       Compile a list of unregistered persons on a quarterly basis for publication.

·       Compile Management and progress reports to Senior Management; Legal and Compliance and the Registrar, on all reported cases to the South African Police Services.


Professional service support:

·       Assist with the provision of professional guidance to SACAP, stakeholders, and Local Authorities.

·       Assist with the adherence to Act 44 of 2000.

·       Conduct presentations on compliance with Act 44 of 2000

 

Requirements

·       Grade 12 (Senior Certificate)

·       Degree/Diploma (accredited by SAQA on NQF 6 level) in Policing/ Law/ Criminology/ Forensic Investigation

·       Have successfully completed Basic police training as well as Detective or criminal offences investigation related experience.

·       Postgraduate qualification in compliance, arbitration and/or dispute resolution will be an added advantage

·       Minimum of 3 years relevant work experience.
